How do you sync up your cell phone (I have a samsung w/ blue tooth capabilities) with a new HP laptop?

My friend did it using his Mac and my cell phone, so I know its possible, I just dont know how to do it using my laptop.

You need a bluetooth adapter for your laptop. They are also called bluetooth dongle.
